If an indie dev can pull it off then I don't see why they can't. Your move Microsoft.
As ddxcb said, Xbox One remote play already exists on Windows 10. I haven't tried it yet so I have no idea how well it works. I did try out PS4 remote play on my laptop earlier today after the update. It was a little bit jittery on 720p but setting it to 540p works perfectly. I was able to set the frame rate to high as well. My PS4 was on a wired connection and my laptop was on wireless. Not sure if it would make a difference though. It definitely works much better than PS3 remote play on PSP...
