That means they accepted your proposal and it's being considered ... lol If they never got back to you, your proposal was rejected and no further action is necessary. Re-submitting might be a waste of time. If they did you will be invited to sign a Non Disclosure Agreement (NDA) with them and under that contract you would be forbidden to post on forums such as this and brag about being a registered developer.
