I have done some research and found this info very useful in my situation. I thought I put it out there.

I found out that fedex japan has an english interface. WHAAAT!

Anyway if you follow the below link, it will get you to their Lithium Battery transport regulations page...

Go to where it says Lithium Ion Batteries Contained in equipment UN3481 P1967 Section 2, and you will have to print and fill out a one page form. You basically have to sign it and put your Name and Number down. Then hand the form along with the package. AWB number will be filled in by fedex.

Now if you look closely at the form, It says,
Nature and Quantity of Non Dangerous Goods\Authorization:

Not Restricted as per IATA PI967 Section Ⅱ.

So I went to the IATA website. And found the relating document Link below..

In this document look at the flow chart for Lithium Ion Cells, you will find evidance IATA approving....

CELL < 20Wh
BATTERY PACK <100Wh
Consignment require Lithium Battery Document if required.

under IATA PI967 Section Ⅱ.

So there you go... But Fedex is expensive.
