Maybe the fog just isn't implemented yet :p

Joking aside I seem to want to think Nintendo was really against 'pop in' for the N64, hence the intense fogs. I could be wrong, just can't think of any specific titles with pop in rather than fog, I just remember fog. This game does have pop in so I wonder if fog would have been added or if they would have fixed the pop in by release.

Not really, PSX is where racing games excelled. Party games like Mario Kart 64 and Beetle Adventure Racing was good on N64 though.

Either way, "false" or "true" are not words to describe what is essentially a matter of taste.

Densha de Go had pop-in. You can notice it sporadically in Rush 2049 if you're looking at something besides the road. Probably more an issue for racing titles than any other genera.
Occluding it though was pretty much the whole point of the fog given the distance it normally appears at. 90's priorities were hiding all the problems with early 3D. They'd never dream people would want jagged edges and visible pop-in.

Sorry for bumping this but, has the game been dumped online already? I would love to try it out :)

No, it's pretty rare for a Japanese collector to dump prototypes. Unless he sells to someone in the west it will probably remain undumped.
