I think it would be great idea for new members to see the rules before even be able to post or do anything on the site. Most sites do this already even though people dont read the "Do you agree to all the terms" text it might keep members from bringing up rules that have been here for a reason. Or Maybe a site walk-through tour that takes the member through the site showing them the ropes and interacting with all the functions of the site.This may take some coding and UI change or something but this is just a idea though.
I agree for something like this. I've seen a lot of marketplace violations and other rule violations. It seems people just jump in without reading the rules and because of it, it causes more stress on the moderators. I'm not targeting anyone specifically, just my 2 cents.
It sounds good on the surface, but unfortunately it will just turn into "click through" for the same amount of people who cannot be bothered to lookup the rules. Unfortunately swaying the mind of those who don't care about rules is not going to happen by giving an agreement prompt. (sad world we live in really LOL)

Maybe not anymore but they once did it. RIP those brave souls.... Iirc I did it for the lulz one time. Never tried it again.
I do because after realizing just how much is in them, and after doing my senior project regarding how horrible they are, I tend to now read anything with an I agree solely due to how much they cover. Some of it is not applicable. Most of it is.
