I would assume that it's the game being optimized for PAL.

 

Oh, so there IS an explanation. hahaha. I knew I should have paid more attention to the classical Greek lessons on college... but Greek is too hard... at least for me.

 

I believe they have a Vertical resolution but not horizontal (due to number of scan lines)

 

To answer Yakumo's question, Sega Touring Car was indeed just one of the many Saturn titles given the full-screen optimisation treatment for its PAL release - along with Sega Rally and Sonic R to name only a few others!
