So I got one of these today, and the US copy of Panzer Dragoon Saga sees it.

I heard that some games don't so you have to transfer the save to the cart afterwards, is this true?

Also, will the cart last forever - sort of like a PlayStation memory card?

What I mean is, it's not like a SNES/Game Boy cart with an internal battery right?

The Saturn save cart is flash, not battery-backed. So saves will theoretically persist without swapping a battery, but the disadvantage is that flash memory has a limited number of write cycles. Don't worry, you'd have to save ten times a day every day for like six years to wear out the ROM that way.

Regarding compatibility, most games have to be coded to recognize the save media. This is why some games didn't get ported from 3DO or Playstation, because developers didn't want to bother coding a non-default save system. Internal save RAM, the cart flash memory and the external disk drive are the three save options that Panzer Saga in particular can recognize, and most games will see the first two. I think most of the launch titles don't recognize the save cart because the specs hadn't been finalized at the time.
