I have a ntsc console, but I live in Europe.
So I need to change the power supply. The console has a C type power supply. It has 5v 3A.
But type A and B power supplies have 5V 2A.

Is it safe to replace the power supply with a psp charger (5V 2A)?
I don't have any game at the moment, but audio cd works.

The saturn uses 3.3v 5v and 9v. You would need to find suitable replacements for all these voltages. The easiest option is to find a PAL Saturn, of the same revision, and use the power supply from that. Otherwise, you could replace the power supply entirely with a PicoPSU (there is a massive thread on replace the power supply in the Dreamcast. Check that out)

There is also the easy and dirty way of simply using a step down converter...

This is a great method if you have one completely fail on you. I had to do this for mine a couple years ago, still works great.

Not all saturns use 3.3v and 9v. Type C power supply has only 4 pins: gnd, gnd, 5v, 5v.
    I know about PicoPSU.
