Saturn video issue, psu, ram or other?

I have a attached a screenshot, does this look to be related to the power supply, or something else?
the board looks clean. if i wiggle the psu a little i see the pattern change as well and the image looks to get darker sometimes. I read 5 vdc on two pins to the motherboard, two other seem to be gnd.
this is a model 2 saturn round buttons.

I have scope, i read the frequency can be irregular if there are bad caps or psu. where would i take the reading?
