I'm not a hardware engineer, so I cannot quite help you with this, I'm afraid. But I would do what the others above have suggested, which is generic hardware fault-finding.
If there is a short, there should be much lower resistance along the electrical path than on a good board, so maybe you can trace the traces that have this very low resistance until you find the source of the short-circuit? Starting from the main power traces to the smaller ones.

Could bad caps cause such a short, given that it is an old console?

thnx for your reply, I tested all caps with ESR .. found good, replaced a couple just as they were suspicious to me,

other than caps I will try to see what else can I do , most of small components were tested and found good including the few diodes available, it looks like an IC fault , cant say which though..

I've done these kind of repairs recently, and they can be a pain. A lot of issues arise from data bus problems with the 315-5632 IC. These kind of repairs require a lot of patience and probing around the board to find the bad data lines. I recently fixed a CDX with similar symptoms. I can say from experience that these problems are almost never related to the BIOS or capacitors. Basic repairs like that are usually evident from corrosion or other visually recognizable flaws.
