Since the Sega CD has no copy protection, how hard could it possibly be to make a boot disc for the Sega CD for the sole purpose of booting imports and such without the need of a mod chip? I don't know anything about the subject myself but still, it can't be that hard.

You miss my point. I'm asking if anybody has developed a disc you put inside the Sega CD, which prompts you to put in your import game to bypass the region lock.
I got the point but I got distracted. Im sure the answer is yes or some form of gameshark allows for it. In a homebrew capacity I wouldn't know as this isn't my field of knowledge. Thanks for also confirming my suspiscions in regards to your profile pic.
Your sharp eye for hentai is concerning I'm not sure if it's mentioned in the long thread linked above but u could probably code a disc with a region specific header and then a disc swap command. I don't think SegaCD contains a disc swap command so the other 2 options would be ripping your imports and patching them with the correct header for your region or getting an Everdrive cart and loading the required bios.
I have no idea how to code but if somebody who knew how to make something like this told me it was impossible I'd be satisfied.
Buy a cheap EverDrive. You can then load up an alternate-region Sega CD/ Mega CD bios in it and play imported titles from any region, and without having to resort to modifications or disc swapping.
I'm not asking for my own sake, I'm just asking why there isn't a boot disc yet, I'm sure there are alternatives like what you said but surely a free boot disc would be a nice alternative to people who can't buy things, like kids and poor people.
I see three major inconvenients. The Mega/Sega CD has no copy protection, but it is not as simple as putting files on a CD and it will be booted. The Mega CD does not see the files on the CD, it find the code to be executed in an special boot sector which also has a table of contents by disc sector, not filenames, and the system finds the code and resources following that table. There are no public mastering tools that allow us to create a bootable CD for the Mega CD. There is also no "change disc" command on the Mega CD, to open the tray on the Mega CD 1 you had to press RESET which resets the main CPU on the mega drive, and if you open the lid on the Mega CD 2, a hardware switch is depressed so the console stops execution and it does not resume after closing the lid, so a hardware mod would be needed to circunvent this and allow disc swapping without resetting or halting the console execution. And finally, doing something like this is pointless as we have the region free bioses by I_oliveira, which can be burned into a replacement eprom, or launched by the Everdrive cartridges, with 100% compatibility. And we also have the region change patches for games, which work fairly well for most titles. Creating a CD for disc swapping would require and insane amount of work, creating mastering tools from the ground up, tuning it for maximum compatibility, as some games have special region checks, hardware modding the consoles, and after all that work... It would not bring anything new we cannot do right now with better results.
As a curiosity, I'm also interested if there's was one back in the days, but poor people and kids can't afford a Sega/Mega CD these days.
