Sega CDX strange issue HELP

    1: Are you using the correct adapter?
    2: Are you sure the caps you replaced are correct uf value and of same voltage or higher?
    3: Are you sure the caps are soldered (soldered with an L) in the correct way round?
    4: Check for solder bridges and broken traces?
    5: Check the Voltage regulator?

    Also as an addition to what have been said before, I had a similar problem with my Saturn and it turned out to be due to the power supply input socket in the console. It was having some short circuit apparently.

    I try all except 4 and 5, do you know where is located the voltage regulator?
