sorry to bring up this old thread but theres not much info on this problem out there,
anyway i replaced all the caps in my 32x, except the low esr one im still waiting on it.

i am running a pal md1 VA4 and pal 32x, both have been hard 60hz modded.
i found the sega service bulletins number 008 and 012, im gonna try n do the mods n report back.
hopefully i can add some photos of how to do it.

link to sega 32x service bulletin:
(wont let me link, google sega 32x service bulletin its a pdf)

    parts:
    33pf ceramic capacitor
some thin guage wire for jumpers

i found this picture that has the ceramic capacitor already installed, i wonder if this was factory?

While I can't weight in much on the rest, that ceramic cap is factory - who knows what they were hacking together back then. I mean of course unless an electrical engineer wants to step in and explain? :)

Threads aren't closed in the hope that they will be bumped, unless they are rubbish threads... I consider this one of the finest! :) I know the bulletins you are talking about and if I wasn't curled up in bed I'd stick them on my Google Drive... :p

I hope you have some good luck! I still haven't tried it somehow... life is just too... lifey?

That's the sort of determination I like to see! From the sounds of it, you've done more than me! Just be careful not to set the house on fire... :p I assembled a solder reel holder today... not exactly YouTube material ;)

Ah ha! One step ahead of you, quit my job and want to never work again. Hmmm... somehow this isn't going to work is it?

I had the same exact issue until I switched my cabled for a boosted sync cable. Something about the 32x's sync isn't right.
    The cable.

whats boosted sync? all my cables are sync stripped, if it worked for you though thats good.

anyway i got around to doing it today because i had some spare time, and it works :)

first thing i did was replace this 51pf ceramic cap with a 33pf one and cut it to the same shape and put the little plastic thing on it.
second i removed the coil from fb7 and bridged it.

okay so i flipped the mega drive over and put a thick cable from the top of c10 to the ground (middle) pin, it specifies this ground for some reason.
then i removed the cap coming off the top of c19.

there was also a step that stops freezing but these werent present on my revision board.
they are on the backside c100 and c78 need to be removed.
