There's no real region mod for MCD. You can play same region CD-Rs (MCD1s not guaranteed to read CD-Rs). To bypass the region stuff you either get yourself a Megacart or do MultiBIOS mod(total pain in the rear end, especially on MCD2).
You can patch the region on backups with ConvSCD. There's also a similar program called SCDConv. I used to use an Action Replay Pro CDX + cart with a modded MD years ago and never had any problems with imports. Now, I'd just go for a Mega Cart as it can do so much more.
