No it's not and the script is different as well, although the games are alike. I don't believe Shenmue 3 will happen to be as Yu Suzuki planned it anyway :/ (that's if it ever releases anyway) Sega changed (for the worst) since they got bought up by Sammy....
This. With Yu Suzuki off in a basement somewhere, do we really want the hacks at Sega to attempt a Shenmue III? Just look at what happened to NiGHTS for crying out loud.
People would always complain, i prefer to think positive, and i prefer all this recent Shenmue talking and news instead of the comatose ostracism the series were forced to. One thing is sure, this Shenmue City is NOT a continuation of the story, so Yu Suzuki keeps that for a console based release (in case it's done), and i prefer it that way.
No more so then GTA is. The Yakuza series has that same attention to detail but only in terms of "sets" so to speak.
It's been nearly 10 years since the last proper Shenmue game. Probably safe to say that it ain't going to happen. As much as I hope it will.
Shenmue was amazing for its time and is still my favorite game, but tastes and trends have changed drastically in ten years. If there's ever a remake that's also a full update, I figure that the smart move is to make it fully a sandbox title that's not tied to the familiar plot. GTA wouldn't be a bad model to work from, whereby you could spend all day fighting biker gangs instead of hunting down Lan Di, if you really wanted to. I'm making the spurious assumption that you can't just release Shenmue III into the market right now, because as much we might have wanted otherwise, very few people have played either of the first two Shenmue games all the way through. To me, it feels necessary to start over from the beginning, because Ryo's trip to China is just too complicated to cover with a plot summary text crawl. And even if it's not, it's always hard to get people to be interested in the middle of a story.
Even when segammy is full of hacks these days they know very well that the average ADHD-riddled dumb gamer of today would rather keep playing farmville than running around some japanese town asking random people for questions. The only way for these execs to know if shenmue III 'should' be made is by re-releasing the first 2 and see if they grab gamer's attention, at least more than they did back in the day.

Are you comparing Shenmue to pussy? That's some dedicated fandom. I love Shenmue (probably one of my favorite games of all time), but I think that's going a bit far. I don't think it's likely with a game as long as Shenmue. I've seen some really high quality fan-made games, but they're all very short. It's hard to keep the sustained progress over months or years when there's no incentive other than some praise from other gamers. Look at Black Mesa Source; they had made a lot of progress and it was looking very promising, but now it seems to have fizzled. They haven't had so much as a twitter update in almost a year. I think the game was just too long. And what's SFR?
SFR: Sonic Fan Remix Yes fan games can be quite short, but the advantage is that since those are free (else lawyers would rape everyone making them) you can release them in a episodic form. I mean, its legal free shit! in a time when companies are charging for ANYTHING and then milking the users dry with ads and datamining, that there are people willing to work literally for nothing doing these games is quite admirable Black mesa could already be here if they had decided to launch the game in parts instead of as a whole. After all the original HL was already a long AAA game with many delays during development, not exactly an easy port.
Please don't remind me that. I'm still crying for it and expecially with the fact that they decided to add voice acting to the main character and very crappy on top of that. Not to mentioned the horrible models for the kids that they frightened me a lot. Good thing they made a decent port of the original game to PS2 with improved graphics and cool extras.
