The save memory in my Action Replay doesn't seem to work properly. I have a Sonic R save on it, but the External Memory option is crossed out in Sonic R as if I don't have the cartridge plugged in.
Anyone have any ideas whats going on?

That sounds normal to me. Never been able to use an AR as a external memory card in a game. Always had to transfer the save to the Saturn RAM first and just leave the AR as an archive.

ahh i see, so the AR just acts like a backup memory to make sure you dont lose your saves. Ok then.
Still doesn't explain why Sonic R has an option to load from external memory...

External memory support is more common than people think.
AR has a huge capacity, but suffers in the user friendliness department. No ability to read or write from either games or Sega's memory card manager. I've heard unsubstantiated claims otherwise.

Games like Dezaemon 2 present a problem as well. The AR doesn't support individual files larger than the Saturn internal memory. After all you can't backup to it, what the game can't save.

The Saturn has a cartridge that acts as a memory card. Its just that the Action Replay isn't a memory card in the traditional sense, it's just a backup storage device in case the internal battery dies so you don't lose everything.

The external memory that works with Sonic R is something like this:
