So I was an idiot and brought a DIP bios chip and it's the wrong size. I needed the SMD chip but both chips have 40 pins. So my question is can I solder wires from the board where the old chip is straight to the new chip?

You can. But it's a lot of work to save a few bucks. If there's enough clearance there you might consider investing that in an adapter board and a socket. At least then you're not making a bad situation even worse.
