When I turn my model 1 sega saturn on, the only thing on the screen is a bunch of bars of color. Sometimes it goes to the main menu but the background is flashing green.

So maybe dry joints under GPU or in AV connector. Try to heat RGB AV Connector solder points on MB. .
If I heat them up or resolder them I get different colors depending on which I do more. Not sure how to explain. Right now I'm getting 3 different color bars than before and the menu background is bright blue instead of green before. Not sure what the deal is.
I had to make sure it wasn't just the AV connector so I went the extra mile to wire everything up to a known working AV connector from a junked Saturn. It didn't really help.
Well I've concluded that it must have been broken by USPS because when I received it in the mail, the box was tattered and the seller didn't use packaging. I got a refund.
