I recently acquired a 240v NTSC-J Saturn. I took the 4-pin power supply out of my US Model 2 Saturn and put it into the NTSC-J version so I wouldn't have to rely on a voltage converter. This worked successfully. However, I noticed that one of the voltage regulators isn't attached to a heat sink. Is this normal?

That seems normal, that transistor doesn't really put out a lot of heat. Plus there's no mounting points for a heat sink like the other so it's fine.
