So I bought some games and they arrived not as promised (shucked of their boxes) So ebay tells me, send them back for refund. So I do so. So I don't have the items, and now I have half the cash I paid. This is a satisfactory resolution to them.
Sounds like, despite eBay not providing you with full support, it's also the seller's fault for not having your funds available at that time.

File a police report in the seller's local jurisdiction. File a mail fraud report with the postmaster.
