So I bought some games and they arrived not as promised (shucked of their boxes)

So ebay tells me, send them back for refund.

    So I do so.

Now ebay says "We were only able to recover $50.55" however we will now limit their account.

    -------------

We have concluded our investigation into your case and have decided in your favor. We were able to recover $50.50 USD
and this amount has been credited to you. Please allow five business days for this adjustment to be posted.
If you are due any additional funds, we will make our best effort to recover the balance from the seller. If the seller's
account has insufficient funds to complete the refund owed to you, please be assured that we will take appropriate
action against the seller's account, which may include limitation of the seller's account privileges.

So I don't have the items, and now I have half the cash I paid.

This is a satisfactory resolution to them.

Sounds like, despite eBay not providing you with full support, it's also the seller's fault for not having your funds available at that time.

And now his PayPal account is useless pending he register another one with another bank account.

Because we all know it's damned impossible to open a new account with a different credit union. Right?

How dare you question their generosity and the hard work that went into getting all that money back to you!

File a police report in the seller's local jurisdiction.

File a mail fraud report with the postmaster.
