I got a file (SSBUG.EXE) which is a SNES debugging environment from a not-specifically known SFX board...SFX boards? Super FX board probably? From the documentation There seem to be 3 versions...any idea?

I have no idea why, but for some reason is the SNES called SFX in the dev docs.. so it most likely isn't for a specific Super FX board but more likely for use with something like the SNES Emulator SE hardware.

    Or a debug cart...

BTW, another clue but maybe useless : the env only supports mappers 20 and 21.

You mean mode 20/21? ("LoROM" and "HiROM") This makes sense because those are the two principle types of SNES ROM addressing and account for 99.99% of library.

What do you mean by debug cart?

regarding the naming it's not uncommon for japanese companies to use the X letter.

SFX is Super Famicom X, just as BS-X is Bandai Satellaview X , and of course, PSX, PlayStation X.

Some people suggest that X stands for "experimental/experiment" for the forementioned systems, but I d need more evidence before I believed that.

For some reason, ToToTek refer to their snes flash kit as "for SNEX"...
    Maybe it's a Japanese thing about nintendo's 16bit machine?
    I wonder.

They do it because it's not for SNES, it's for "SNEX"... get it?
