Sick TurboDuo - Bad video output

Hey folks,
So I've had this TurboDuo practically forever (It's traveled with me across 5 states and countless moves with me...) and I'm finally setting up a dedicated game room in my house. Unfortunately, my TurboDuo isn't working properly, for whatever reason while the sound is fine, the video is a blocky mess and I'm not sure what the issue is. I've heard Duos have issues with resistors and needing to be re-capped but mainly due to issues with sound, not video. I was wondering if anyone had any insight into what the problem could be, cost for repair, and could make any recommendations on who I might be able to get to do it and cost.

I think new capacitors is the first job, if this doesn't help it could be one of the VRAM chips. Mickcris on this forum does PCE/TD mods and repairs.
