SNES dual PPU with wierd issue

I have a launch model snes that plays games fine no issues graphics errors etc... except it outputs red for black all other colors display just black is red i have no idea why i changed out the encoder replaced the fuse and even got it a new cap kinda lost here help plz!

 

I'd thoroughly check the board for any corrosion and broken tracks especially coming from the PPU's.
