Are you sure you blanked it correctly? Is it just failing to verify? Try another chip, it sounds like the EPROM is bad to me.

Try to read them, if there's stuff you need to erase them
    simple 1st level test.

this a real willem or a china knockoff

I have a very similar programmer. It's garbage. I was able to program 27C010s with it but 27C801s would always fail to write properly. I had all the jumpers and dip switches configured correctly, proper power, etc. Wouldn't do it. I also was using Windows 98 to avoid any problems with parallel port like XP has. My advice to you is to get someone else (who has a better programmer) to program the EPROM for you. I tried to be cheap a long time ago when I bought this cloned Willem for like 30 bucks maybe. It's garbage. Either pay someone else to program your chips or don't screw around and buy a USB programmer from somewhere like MCUMALL. It'll save you alot of headaches.

Actually this is a common problem with the Willem programmers.

I had the same problem when I programmed EPROMs for the first time on my Willem 3.5. I changed the jumpers from "normal" to 12v and/or 25v and they programmed OK. Also, try using a separate power adaptor with the correct polarity/voltage, and see if that works.

Now my other problem is that I can't program Flash chips... anyone have advice for that?

(Yeah, I know the Willems are gaining a bad reputation...)

make sure you pull the jumper from the 3 that are right beside the dipswitches and put in on.... pin 18 and 19 on the left...... can't recall not anywhere near my back up programmer... 300km's away from it to tell you the truth but if you go to nintendo age and download the ezine from I think october 2009 there is an article I wrote for making snes reproductions and programing eproms. everything you need to make an snes reproduction that is 1mb or less is covered. only difference between that article and what your wanting to do is that for the starfox2 reproduction the donor cart is a surface mounted board but the pinout is still the same :)
