SNES Jr black screen and not working

I was reading those voltages from the 2 pins that drops down from the switch sticking out on the bottom of the board. What does that switch do as in does it just simply short circuit those 2 contacts from - to + or is it just just completing the +/hot circuit. I'm wanting to bypass that switch by connecting those two contacts and see if its the switch causing the problems since its rusted. But I just want to make sure its safe and okay to connect those 2 pins marked in the photo to bypass the switch.
