I have installed these before in normal snes units. But i need to make a board to mount the components. is this diagram correct?

If you don't want to build your own on perfboard, there are other options with essentially the same features. Borti4938 designed a few different boards, but his newest is an all-in-one uIGR + SuperCIC + region patching + 50/60 clock board. I haven't built one of these yet, but they look pretty sweet. However, it uses all surface mount components. That is the correct schematic for the 50/60 hz clock component. It will do the same thing and nobody will be the wiser once you close the console up.
