    My guess is that he raises price to 999.99 when he is out of stock and then lowers is back to regular price when its in stock. I guess its cheaper this way than paying to re-list every time.

    That is a common way of evading the fees as StoneAgeGamer says, although strangely enough, occasionally individuals will still buy at the inflated price.
