Strange Doctor V64 mod needing explanation

hi i recently bought a Doctor V64 and it has a weird mod inside. i've had one before and it had a mod inside i'm guessing that's the mod it needed to play backups. but this one has something extra. look at the bottom right of this picture

does anyone know what kidn of mod this is? does it have anything to do with video or something?

 

Both "mods" are just fixes/repairs. The top chip is wired as an AND gate so it's probably masking some glitchy signal causing problems. Without knowing the chip number or the signals it's wired to, the bottom fix is harder to understand, but certainly it's pretty uninteresting.

 

The solder job on that bottom chip looks like a 5 year old did it. Messy, messy, messy

If the hardware works, don't touch it as it could break the solder connection or wire and kill the system.
