    I just did some digging and didn't find much. But it appears it was sold as a bundle with 2 controllers and a game called the wai wai jason set. It looks like the game was made by hori as well?

    Yes, the game is called Waiwai Jansou ("Wacky Mahjongg-Saloon") and also comes as a boxset with two controllers:

    You could play Mahjongg with up to four players using the multitap.
