Thats what I was wondering about as the describtion fits exactly to the Hori Commander (i.e. the switch SFC/SGB).
It's possible that both Hori and Atlus made versions of it, or at least planned to. But it's more likely that that first website was just wrong.
It's made by Hori, I have a couple of them. The D-Pad is very much like the original Gameboy D-Pad as are the buttons just its a bit wider then normal.

i brought one of these from my last trip to japan, the super potato store in den den town had a couple boxed ones for 100 yen apiece iirc. the controller is switchable between sfc and sgb mode, where the latter allows direct access of some special features of the sgb with a single button press. when i first tried it, i was under the impression that it uses some hidden features in the super gameboy software. after analyzing the controller output, it turned out that it just enters a chain of normal button presses really fast, which was a bit of a letdown for me. still a nice controller to have, excellent quality and comfortable, too.
