I think so? I believe its to do with it being a choking hazard, but ffs if you're able to swallow one of those capsules you're either doing it on purpose or you've had something bigger than that rammed down there before?
It's to protect the children. They sell small blue/pink carbines for children though so who knows the real reasons. The extra huge ones with a 15cmx10cm toy are also banned, it's more because it has "non-food" stuff "inside" the food stuff. As a Canadian, I know of people that were searched at the border and had to "destroy" their Kinder Eggs under the treat of facing criminal charges for importing illegal products in the states, simply because it was Easter and they didn't know better.
Then you think to yourself. It's the same country that allows guns and cheese out of a can. The whole toy+food thing is such bullshit. That's been around for years, there's always talk of banning Happy Meals, and toys in cereal. Along with removing cartoon characters on food packaging. All kids are fat according to 'health experts' and I don't see many 'fat' kids around either. Even during school where there was always toys packaged with food.
