Ask the seller. Without the ROM being released publicly how could people tell? Judging by the title of the thread. Final means Public release or very close to...
Be aware that 1 - Super Metroid Japanese is the same as the US one. 2 - The board seems to be a retail board (although SM used BA3M-01 boards), normally if it was a proto it would have EPROMs. 3 - The year dates on the ROM chips matches commercial release of the game of 9409 (9th week of 1994). So it is likely to be a review version of the full game with no differences.
