I am planning to build a Super Nintendo Music / .SPC Player but here is where i am stuck in the wiring:

To be honest i never start a project unless the wiring is 100 % clear

 

I always meant to build one of these... but now that I look at that schematic again, I too am confused.

 

What are you confused about?
The VCC to the right of the OR gate is acting as pull-ups as are the two connections on the left.

 

The things inside the red rings makes me confused. I dont know what it is.

 

Vcc = positive power source.
OR gate is what it says it is, an OR gate. A 7432 chip will do you or you can synthesize it using a 7400 NAND gate and de morgan's theorem.
