Sounds like a patch for making it support bigger DRAM boards. These PALCE ICs are PLDs (Programmable Logic Devices) which are the actual "meat" of the device. Likely those had their logic configuration modified and the wire patch was added to increase memory or change the board behavior for a new BOOTROM or something similar to that. I would not worry much about the wire if the device is working properly.

Oh and look at the nasty corrosion on the cart slot pins. EW.

Pop the Motorola FDC controller out of the PLCC socket and have it scrubbed.

You might also want to wash that board with water mixed with vinegar to kill that basic (as in opposed to acidic) rust and stop further deterioration.

thanks for the plcc suggestion, a few of the socket pins were corroded straight through, now to wait for a new socket to arrive

Also check the black colored tracks on the board. They are most likely half eaten away by the battery accid.

awaiting a new solder sucker, braid is not cutting it on the plcc socket,
continuity on the dodgy looking traces is good but i plan on adding a few more mod wires just in case
battery vented through the top towards the plcc and jumper pins, so the vapor hit those worst

I understand you want to replace the socket? those pins are still fine. You will damage more by replacing it. Its better to just clean it up
