super wrestle mania for the mega drive doesn't work

one day at a car boot i bought a sega megadrive with a bunch of games and 4 controllers (two of them being third-party 6 button with one being surprisingly good
other is alright) and when i cleaned everything and super wrestle mainia (haven't been bothered to do theme park) didn't work, the only thing that might be the
cause is on the top row of solder balls the 16th ball (counting from the left) under it there is a hole with metal showing around it, the hole is covered up from what looks
like solder, does anyone think that might be the problem and i need to desolder that solder ball covering that hole?

Most likely the ROM has a faulty pin. There's nothing wrong with the board.
