So I have 3 broken turbo express. 2 of them have low sound issues. I know it is a cap issue, but I can't seem to find any info on exactly which cap. Anyone know which one it is? I have the right replacement already.

I'd suggest replacing as many as possible at once. Capacitors always fail eventually and these things are pretty old.

Of course don't go further than you feel comfortable with. Those capacitors in the video typically are a bit of a pain to remove as the electrolyte can and does leak essentially gluing them to the board. Extremely common on GameGears.

I would love to see someone come up with an affordable solid cap kit.

All of them I've seen in the last 4 months have sound issues.

So, I was able to bring fully back 2 of the 3. It even fixed the screen issues that one was having. The third needs a bigger cap that has bulged, but it has sound now too.
