I can see your point, but I see it like this: The person buying the unibios already owns a copy of the original bios for their hardware. So you are only buying the differences from Raz - which is his own work. Legally and in a black and white world - yes, hes probably violating copyright (not that anyone seems to care). However, morally its probably not that bad imo..
And you're entitled to your own opinion. After all the game piracy he's been involved with I find it hypocritical that he wants to protect his own work that is a hack of something that is copyrighted. If it were me I'd get some flash rom boards made up that had some form of PC link, so you could update them from the PC and then just give the rom away.
