VA0 Dreamcast - No Audio

I have a VA0 Kiosk Dreamcast that has no audio. Everything else in the console works perfectly (games play, fans spin, etc).

So far, I've replaced the DAC (no change) and then fully recapped it, but it still has no sound. I've also tested the audio directly from the DAC without luck, and I've tested two sets of AV cables to rule out connector issues.

Any suggestions of what I should try next?
