very laggy LCD repair?

So I bought this faulty lcd tv marked "For parts or repair" for $1. Anyone got any ideas on how to fix this? I am stumped on it never seen this before.

mount it on the wall and use it as a big digital photo frame, or find one on ebay of the same model with a broken screen and nam the pcb's out of it, see if swapping them fixes the problem.

but then it may even be the screen itself meh i duno not seen that before.
