Depends on what you mean by sold, as quite a few of the best selling Mario Games were bundled so it is near impossible to get exact figures of what was sold and what was bundled with the system. Although I shall plump for New Super Mario Bros on the DS as that only was bundled in a limited edition version which probably did not make too much a dent in the millions of sales it had. SMB, SMW, SM64, SMB3 have all at one point been bundled with the system and Nintendo won't give exact figures of non bundled sales.
If the question was, what Mario game was the most widely distributed or best selling in Japan (as Japan is one country that Nintendo do not bundle games except with Limited Edition consoles) then Super Mario Bros is definately top (but only just compared with New Super Mario Bros), however the question was "Which Mario has been the most sold ?" and as I point out as it was bundled with the a large number of systems outside of Japan and it is hard to pinpoint the number of sales each game has got, although from my emails to Nitendo it is likely over half the number of SMB were bundled which does make NSMB the better selling game.
