Was Lethal Enforcers II ever planned for snes/sfc?

Was there ever plans to port lethal enforcers II to the snes/sfc? I always found it odd it was only ported to genesis and sega cd instead of also being on sfc.

 

I'm pretty sure it was planned.

 

but came off only on the genesis and a bit poor too

 

and on Mega-CD.

 

I always thought the mega cd ports were really pointless. All they did was use arcade music and have some of the animated stage intros that's it nothing more really. Why konami would release both games on both formats is beyond me.
