weird dreamcast va0 issue

i picked this up from a yard sale the other day just because i dont have a va0 board lol. i opened it up and it looks next to new and very little dust at all so really no use on it but it has the issue shown in the video and after the bad intro it sits at a white screen with the trey open and closed is just shows a white screen and plays the bootup sound. ive googled it and have read a few other posts about it but no fix.

on shoutbox here i was directed to it maybe being a bad bios (cant remember who i was talking to lol) but im going to give that a try later tonight just curious on any other ideas

 

well wasnt a bios issue the new one (link83) just the background color now
