We've had a thread about this before. It's for a consumer pseudo-development system that never saw the light of day, Nintendo filed a patent for it, look it up. The carts are rare, but not even close to the rarest SFC carts.
I've seen it before. I think someone said it was kind of like that Yaroze thing, some sort of amateur programmer kit Nintendo probably sold in japan so people could make their own SNES games. There IS a topic somewhere on this forum about it.
i saw that topics but i'm not too sure about it. anyway at first sight i tought that it was some sort of "Memory Card" to be plugged on the top of the snes for saving games on the snes cd-rom due toi the large battery RAM i guess i'm too optimistic
