Indeed and as it's a tiny amount of parts... namely a couple of resistors and a couple of electrolytic caps, or about 50cents worth of parts if that.... Indeed, an circuit to clamp and adjust Sync and RGB levels would have been maybe $2 of parts if that. The major thing I dislike about it is the strain that it can give the board. Btw you didn't answer if your PCB is pirate or not...
