Goto Control Panel and click the Regional or Region and Language settings, on the last tab will be an option for language for non unicode programs, change this to the language you want and restart. You should at least get the error message in the right language. Some programs will install directories and files in the foreign language, which in english will write nonsense symbols which windows can't read correctly, changing the non unicode settings fixes this. However, some programs will notice this and may change default text into the unicode settings.
Fucking ignorants! It's not the wrong language setting, that's just an ANCIENT NORWEGIAN ACCENT that only 50 people in the world still know of (me included).

Couldn't you just install the intended language? You get that with Japanese websites unless you install support for Japanese!
You can but... the non unicode language settings helps programs that write own language directories and files as well as windows boxes that are not in unicode. Some programs will have multi language support (for example the Microsoft IME) will have the options in Japanese if you have set Japanese in non unicode and English if it was English, which is a pain. Although most will only show the language you install.
