I am trying dump a gbc game off of a DMG-MBC3-16M. Any information on the best method to dump one would be a huge help.

I don't know about gbc dev carts; can you play it on regular GBC handhelds or require a dev version of the system? Depending, I can provide some suggestions.

    Is it a rarety?

If it works on a normal GB, well there are many methods, google it, Im sure someone will help you with it.

If you have an EverDrive64: http://micro-64.com/features/gbromdumping.shtml

Seems to be the most affordable method.

It does play in a normal gbc. One of the issues I have run into is a lot of stuff out there talks about working for gb, but no info about gbc. The guy who runs nintendoplayer.com turned me on to the fact not all gb dumpers work for gbc flash carts. The other issue is that a lot of tools that I have been able find work via parallel port. I do not own a pc that old.

The best option that I have been able to find is the altane http://asmretro.com/altane. I was able to contact the developers and it should work. They are currently sold out, but here is to hoping they get them back soon.

Thanks for bringing attention to the altane; I need to keep that one in mind next time.

But here are some neat options you can consider as well:

-Libgbpak program; you need an Everdrive 64 and a Transfer Pak. Details and instructions are all here: http://micro-64.com/features/gbromdumping.shtml

    -Bennvenn Reader: http://www.ninstrument.com/?page_id=1758

What's in common between these 2 is that they don't require old PC hardware. This is a big plus for me, as well, as I've been searching for backup devices/tools that make use of current hardware. The Libgbpak program method even states that it works for dev carts, prototypes. For the BennVenn Reader, I recommend waiting a couple more months for a driver-less model Dual Mode of it, as it will support GBx AND GBA, and of course, without drivers.

I've been making a list of game dumpers made recently, and even collecting them. I've come up with a neat little list. They're all pretty recent, but I like the idea of being able to test them to determine their effectiveness with protos.

I'd be interested in seeing a list of currently available game dumpers.

I have a USB GB cart dumper that dumps GBC games just fine, and it cost me like $50. You should be able to find one out there somewhere.
