It's a Sega Arcade board based on Megadrive hardware. There is a variant called Megaplay. Most games are identical to their home cart counterparts the board just places a timer on the game (I'm not sure this is true for all games). In the UK it was £1 per minute of Sonic 1 if I recall. The games aren't compatible with the home unit but they look the same. See below:
The Mega-Tech also played some Master System games, unlike the Mega Play. MegaTech carts were proprietary and not normal Mega Drive games. Info at System16.com
I won an auction on ebay for one a while back for £40 with 8 games. The main screen had a fault but I wanted to fix it up. The guy wouldnt let me collect on a weekent so I had to let it go.

I own a Sega Mega Play. Its pretty rare i hardly ever see one up for sale. Unlike the Mega Tech the Mega Play has a JAMMA interface though it isnt used by the cabinet so that is pretty weird. As far as I know they do exist but I can't find any evidence of Streets of Rage ever being released for the Mega Play although system16 claims it exists. I'm pretty sure System16 has an error and SOR was never released on the Mega Play - this is supported by the fact that every other Mega-Tech/Mega Play has a ROM of it floating around, and Mega Play SOR doesn't.
£1 more like 50p and that is a lot when your 14/15 if i remember sonic 1 was running 2x faster then normal well the timer and music was anyway. plus marble zone and i think labrynth where cut from the mega tech copy also the special stage was gone too.
That's not true. Mega-Tech games are exactly same as Megadrive/Genesis games. The data are itentical the only difference inbetween the MT and MD cart is MT carts have another chip with "bios". You can swap the rom chip and it will play on the other machine.
