Well it looks like a Multi-tap, but it's probably something specific for some obscure 8 Player (obviously having 2 of these) Japanese Horse Racing game.
the cool thing is you can use for an amiga and other machines that have these joypad ports if there is not a chip that prevents it.

This is the sega multitap model1. There were 3 multitaps: Sega model1 (uses 1 plug) 4Way Play (uses 2 plugs) SegaModel2 (compatible with the model1 and 4wayplay, so there are 2 plugs) Thats all.
There are also third party multi-taps. My local gamestore has one I'll see if I can snag it if its still there. It costs about $2 if I remember correctly.
