    Sounds like a unique concept...

...if you take a time machine back to 1998.

edit: Maybe that was a little harsh, but making fun of Windows is a topic every hack did to death fifteen years ago.

LOL Gamemaker I remember the days of them being on the computers in high school. Did we ever use it? No.

If you know some simple programming like, Python you could easily make a few different types of games with something like PyGame or work on visual novel type stuff like RenPy. Or if you wanted RPG stuff you could work with RPG Maker. There's also some Microsoft tools and software for indie game creation too, I'm currently forgetting the name of it though. There's other stuff like Adventure Game Studio for 2D side-scrollers/point and click stuff too.

Just really depends on what exactly you're aiming for in terms of gameplay mechanics as you could also be working with an existing engine more along the lines of a mod by using Source or Unreal and then expanding upon that. But again, depends on what exactly you're aiming for in gameplay.

    RPG Maker XP!!!!!!!!

RPG Maker by Enterbrain is a good start, the engine, script and graphics are provided for you, enough for a novice to make a game with little hassle. Of course there is more than enough room for expansion to allow people to modify existing graphics tiles, or use their own graphics and custom script to make just about any kind of RPG you like. There are two versions, XP and VX. XP has more options and is geared more towards people with a little technical know how, VX is slightly stripped back with things like auto tiling and tools that have pre programmed chests and doors and such, things you need to do manually in XP. You can get trial versions of both for free to mess around with and see if you like it. VX is a good start, while a little limited it is easier to use, and should you feel like you want more options or more detailed tile sets, you can always try out XP as well.

I currently use Game Maker: Studio, and it's quite a good software for some basic and quick games, but if you want to make a "professional" styled game, I recommend Unity 2D and 3D or coding by your own.

Depends what genre of game you are making. Mugen is perfect for fighting games.

RPG Maker VX Ace is my 2 cents. It has the ability to make RPG's for Windows yet has scripting ability in a custom Ruby version for the higher end stuff. Around $90 I believe though.

I've actually been thinking about doing this myself. Lots of good suggestions, I may have to give it a shot one of these days. I would probably wanna do RPG maker, although RPGs do take a decent amount of time to complete. Whenever Fighter Maker 1 or 2 for the PS2 came out (not sure which,) I really wanted to give it a shot.
