Not too many usa releases in 2007 with those initials.

It could be a Japanese Naruto 2

Doubtful. It says final, Naruto Gekitou Ninja Taisen EX 2 was released in November 2007.

GNT EX was released Febuary 2007, so it might be that. but where's teh other initials from?

It could just as easily be a working title or internal name. Maybe even three of the four letter game id.

It can be anything, without more details it's next to impossible to guess.

I can't boot it up, it's an RVT-R disc and I don't have an RVT Reader. If I could get one reasonably, I'd buy one, but I think that they are both hard to get ahold of and $500+.

And I covered the rest of the label because it has serialization and other identifying information about who the disc was sent to. The label has no other information about the contents of the disc, such as a name or version number. As you may know, betas are in some sense contraband as they are being possessed by a person not intended originally by the company. So I do that to protect the original owner/borrower.

I thought it had strange initials. If the guys here can't figure it out, it can't be simple. If I get the chance to boot it up, I'll certainly post anything I find out here.

I don't know much about the media but couldn't you just pop it into a dvd-rom or suchlike? Not to read it obviously but to see its header.
